Because we have limited leveling i sugest to add some NPC trainers who will for items or caps rise some serten skills once for 10 skill points simular to marshall. Good thing also gonna be people gonna spread more over wasteland to achive this, and have more things to do over map. Example go to Boxer club in New reno, trainer gonna teache you to figh melle... trainers maybe need to be placed in not safe towns, to compesate price, not only in caps and items.
Also maybe we need to add some shaman who gonna give you blessing give you tatoo who will protect you (like in fallout 1.5) to rise your luck instend of implant.
